So aside from the simping stuff, there´s the plot where Garp wants giants in the marines. If the marines today tried expanding to different races today(fishmen, Minks, etc) who do you think would support and who do you think would oppose?

Kizaru: I don´t think he would necessarily mind, but I think he could see the possible tensions that might come with it as a headache, so he might not openly be for it
Akainu: He is obviously characterized as an extremist, but unless I´m wrong, I don´t think he has particularly been characterized to care about Race/species necessarily, though the WG itself obviously has been. He probably would only agree to it from a pragmatic sense, and would be skeptical of any non human marines unless they really prove themselves
Sengoku:Same as Akainu tbh.
Aside from that I´m not really sure. I feel like Tsuru might openly be against it, and maybe Lucci? Fwiw, Warcury did want better relations with fishmen, but he and the Gorosei would probably still oppose anything really like *equality*

There's also the possibility that Shakky just straight up wasn't there on the island and they came on assumption.
Even if she was, Rocks could have simply gone bloodthirsty and Roger's morality kicked in to stop him from killing indiscriminately. That's my main assumption anyways.
Don't think it's unreasonable that after the foray started, getting Shakky became kinda irrelevant.
