To be honest, I want Oda to surprise us when nobody really expects him. Elbaf would be interesting; the Heaven Realm is still unexplored. There were speculations that Enel might have heard Vegapunk's message, and knew what was going on. Perhaps he even overheard Imu talking to the Gorosei telepathically. I think Enel would get curious when he learns about this 'secret Ruler of the World'.

That would indeed be funny if Enel came down to Elbaf with his own army, the way you described it. But, it could be anywhere really.



Also, it is very ominous that we never got a drawing from Oda about Enels' childhood. Like with so many other enemies. Doflamingo, akainu etc. There is definitely a bigger story to be told here

I idealized Xebec, (since I was 13) as the ultimate/badass/unstoppable/madara villain

More evil than Doflamingo, more smart than Teach

But as I said, it would be a contradiction if he was this guy.
