So far, Rocks doesn't seem as evil as we thought. he's not a noble dude by any means but, for Garp and Roger to team up and even get help from Garling and other trash to protect some slave killers from him seems weird.
Is it possible Rocks is about to get domi reversied into destroying the island and that forces the team up to kill him?

If Xebec becomes victim to Domi's reverse, then who is even safe from it?

Another possibility can be that Xebec gave up himself.
Like Harald was asked by WG, if they can serve Xebec to him, then they can consider it.

Xebec could have given up on himself while disbanding the crew.

Roger and Garp took him down.

Like Roger, Xebec could have realised he was too early.

Harald 99% chance got turned so it's not out of imagination for Xebeck too
Maybe they need to be weakened first and that's a way Oda can put a limit on it to not make this absurd.

This is something i think is possible:
Xebeck fights Roger, gets sneaked by a crew member or a god knight and is very injured, then gets turned and put down by Garp + Roger.

For Harald as well. I believe he was blackmailed into giving up.

Being injured is plausible, but would Kaidou and Bigmom be affected by Law powers while they are critically injured? Stronger haki will always prevail , assuming IMU has a DF

Imu sits on a tier separate from anyone not named Joyboy
Why compare Law with Kaido who is vastly inferior? Who told you Xebeck had superior haki to a god tier?
A better comparison is:
Would Vergo overcome Law's hax with haki? We already saw he couldn't.

It's not just about Strong haki.

But the Intensity of Haki, A lot of Haki can avoid such hax.
I don't think the Haki gap is going to be that wide between Xebec and Imu. Imu is stronger for other reasons.

Vergo was immune to law hax. None of his powers worked on Vergo.

Final Attack wasn't an hax, Law produced that much force to cut Vergo, surpassing Vergo's Haki defence.

Why didn't the law just create a small room and cut Vergo?

First two options are possible. Maybe Harald submits himself to get domi reversi’d, there has to be a condition for it to work on him.

Same case with Xebec, if Imu uses hax on him then there had to be some condition for it to work. I don’t believe that people this strong should get haxed like this. It’s possible though, which I fear. Like, how strong is that power? lol. Breaks all the powerscaling logic we’ve known so far but I guess it hypes up Imu’s threat level.
