That kana also just means “Man and Woman” the more commonly used term for wife is tsuma which is not written here.

There’s a reason Shakky states she’ll never be owned and why Ray disappears for months at a time chasing young ladies.

Oda did use the term 妻 (tsuma) to describe Rayleigh and Shakky's relationship in a comment he left for Usopp Gallery Pirates Vol. 74.
