Elbaph revealing that Zoro not understanding he has CoC was basically a soft indicator that Zoro can't use KoH techniques on-demand. Just like Asura, he probably needs to be pushed to extreme difficulty. So him huffing and puffing against Lucci until the moment Sanji started talking shit makes sense in-universe and isn't just a convenient way to keep Zoro busy. In context, the flames and lightning during the panels of clashes was probably him trying to go all out but failing to replicate the potency he pulled out against King.
So I don't think Oda is specifically saving KoH for any character in particular, but rather just limiting Zoro and giving him more palatable growth so that he's not just automatically yonko #2 on the crew. Which is what a theoretical Zoro who is spamming KoH Asura might easily be.

For dragon damnation, some say it's a superior version of flying Dragon Blaze, I personally go with Ultra tiger hunt.
But nomenclature is different here.
Bird dance didn't follow that sequence, while it happened during King vs Zoro, only after unlocking King of Hell.
