None of this is demonstrated, hence why effectively his existence, and the CIC position in general in OP, is purposeless. It's phantom responsibility. Sound of a tree falling in the woods. Oda manifests all the important Marine material through the Fleet Admiral position. Hell, even the selection of Akainu as FA was basically the result of a duel between he and Kuzan, Kong may as well have had no role in it. So why even bother, just Oda baiting Admiral fans into hyping one of his OG fursonas.

Legit weird character.
Has the highest rank that isn't Gorosei, and his name is Kong in a series where the MC and his family are Monkeys.
But at the same time he gets henpecked by Garp (which is pitiable to see, I actually feel sorry for him) and does nothing meaningful.
That said it would be pretty hilarious if it turns out he was secretly super OP and holding back for some reason. Especially if it involved him taking revenge on Garp somehow :P
