Now that Shanks is officially going after the One Piece. We he finally turn his Sword into a Black Blade? Now we has the goal of becoming the "King of the Pirates"? And if so will we learn how to create a "Black Blade" if he does it?
I don't see how that changes anything, considering Roger did become the Pirate King and Xebec pursued an even higher ambition, yet both failed to forge Black Blades.
Why bother when you can use your sword like a wifi haki antenna and zap a far, distant admiral so he screams, pisses his pants, and runs away in absolute terror?
Zoro is able to grow an extra 3 pairs of arms and actually fight in that mode/form for like a couple of minutes and he is not even a highly competent haki user. Pretty sure shanks can also create the extra arm if he needs to.
