I don't think anybody bet on Harald being this strong tbh, pre-flashback low top tier was assumed to be his max ceiling. But Oda clearly wants us to think that Xebec ~ Harald so either Xebec is weaker than assumed or Harald is PK tier.

People have a hard time accepting Oda can pull just like that a character on the same tier as Roger and WB.
Personally I accepted that they aren't the series ceiling anymore since Joyboy/Imu. They're still near the top ofc but their level is not as unreachable as it seemed to be a decade ago

Now, if this will be somehow disproven at GV, things can change, but for now It doesn't seem so.

Harald Is the strongest king ever of the strongest nation. Wano (<Erbaf) had his strongest fighter in Ryuma; what's the problem if Harald, who's has even and higher standing, Is stronger than Roger or WB and on par with Xebec?
