Well he was definitly worse than Luffy, idk about worse than Roger, Roger murdered Squardo's entire crew, that's a kaido level of villany, but being worse than them, doesn't = Being evil, also the buster call if there really was one had nothing to do with Rocks, the world goverment summons buster calls to deal with every inconvience

We didn't see any visuals when Whitebeard and Roger split the sky in half until Yamato told us about Oden's memories.
Nobody puts Rocks below PK and it's clear he's capable of it, unlike Prime Sanji, Gaban, and Admiral.

Skysplit was, is and always will be the ultimate portrayal clash in the manga, Oda has made that extremely clear.
