Nobody puts Rocks below PK and it's clear he's capable of it, unlike Prime Sanji, Gaban, and Admiral.

It's not something that is "used" like a special power, it's simply what happens when two peak ACoC users clash. Xebec has had two opportunities to show it at this point, and still nothing.

So what happened that lovable ruffians turned into the Monsters that Kaidou and Big Mom ended up being?
Hell, Big Mom itself is an anomaly, I know. We see her as this absolute disturbing nutcase as a kid she was in her later life but thats not the case here. I mean, yes, crazy for Oda standards but nowhere as holy shit levels of insane as earlier or later.

A fight where it's established that they're holding back, so meaningless for scaling. Harald could very well be the issue here since he's the only one we've seen clash with Xebec. If it turns out that Xebec and Roger do skysplit, then Harald is undoubtedly the weak link in their clash.
