They see the world government hunt down roger's family and decide to leave her with the amazonians, they have active bounties, so they decide to leave her in amazon lily.

They remain in contact from time to time which is where the familiarity comes from
but they didnt 'raise' her.

Xebec has the best feats though. Invading Mary Geoise, killing an Admiral while making it all the way to Imu's throne room and tell the tale. Destroying the Gates of Justice is easily the best AoE feat to date... Plus he made hot blooded conquerors like Whitebeard, Kaido, Big Mom and Shiki his underlings.

How does Xebec have the best feats? He has story hype sure, but none of his feats have been exceptional. Destroying gates is nothing for a Top Tier.

Even killing an Admiral is trumped by the fact that his son has a Fleet Admiral contender as a lackey.
