These are not different types of evil
CD cruelty is almost systemic. They don’t have to choose evil, it’s baked into their privilege, their divine status, and the way they are raised. They see others as subhuman because the world system tells them they are gods. Their evil is passive, entitled, and rooted in detachment.

Okay but Doffy still cares for his crew though. I think people like Big Mom are the worst since she actively hurts her own flesh and blood for no good reason along with all her other crimes.
Both are irredeemable villains, but there's just something about Big Mom that makes her by far the worst we've seen not counting people like Imu and the Gorosei.

Tbf Shiryu was specifically torturing criminals although it definitely was just him using them being bad people as an excuse to kill people and not him actually wanted to make them pay for their deeds
Also the term is rapist not raper
Another thing, you can still argue Big Mom is worse since she likely raped most of her husbands and she threatened to send Zeff's head to Sanji in a box which ticks the "beheads random people" box just like Devon.
So Big Mom is still likely the worst outside of people like Saturn and the other Gorosei (and also Shamrock and Garling)
