Rocks destroyed towns that were shitty themselves lol. That was how Oda painted it like 2 chapters ago. Oda even portrayed the average World Government agent as 100x more evil, and heartless than Xebec in the same chapter that was narrating Rocks crew’s crimes lol. Rocks plunders, WB plunders, Roger plunders, they’re pirates at the end of the day. Xebec is still far from how true evil is depicted in One Piece.
