You can have towns with shitty leaders, but I don't think it's fair to say the towns are all shitty themselves. Obviously there are innocent civilians who live in them, and in fact most people who live in those towns probably didn't even do anything wrong.

Was bankrolling Cesar and all his endeveours on Punk Hazard which consisted of genetically modifying humans to be animal hybrids, kidnapping and forcing kids to take drugs to turn them into giants, release a chemical weapon that was broadcast to an entire underground network that Doffy ran but yeah lets compare apples to oranges.
