They already had Monkey D. Garp as a Marine too, but seems like the D in Garps name truly stands for Dog, no wonder he wore the dog hat and has a dog ship. A few other Marines are literally dog themed too including a certain Fleet Admiral atm who barks just as much as a dog and fights in the same manner as Garp does, with his fists.

It's like the WG are addicted to self sabotage and being incompetent, like its a fetish for them even. Even Team Rocket wasn't this bad.
