I think they're Imu's personal Strike Unit. Cipher Pol works for the WG, and CP0 works to protect the Celestial Dragons and their affairs directly.

The God's Knights are Imu's personal squad to go wherever Imu likes; with Imu using Gunko to spy on them/take things over if necessary.
