Smoker is the embodiment of the pre haki one piece world. A cocky, hakiless logia user who bullies fodders, and then gets crushed by the harsh reality of the NW, where everybody masters haki
Oda created this character as a hype tool for armament haki basically. He gave him a logia, but didn't want to waste a potentially useful logia, so he gave him a a useless logia, which would make him stronger than characters without haki, but he is still weak AF

Smoker and Koby are probably going to be close in strength.
Roger had two marine rivals. Not just Garp, but Sengoku as well. Likewise Luffy will have both Smoker and Koby as marine rivals from his generation.
I think both are about as strong as Kid and Law. Koby likely awakened ACoC in Hachinosu, whereas current Smoker is probably an awakened logia.
I think the two will probably work together to try to bring down Luffy. Luffy is so gassed up at the moment that when they do inevitably fight him, it will probably be a 1v2. Luffy vs Koby and Smoker.

Him retrieving Garp from Hachinuso had a lot of backing to it, but then we saw Garp in chains at Hachinuso. It looks like some sort of an ice cube. But maybe it is some sort of a box like you said, the anime should clarify it with the coloring.
At this point no idea what it could, other than it must be of something important that made him be solo and not be involved with the Reverie even. Especially when taking into account him being drawn right after Drake, who's resting up after surviving Wano.
I think it's a justifiable argument if we go with the assumption there would be less pirates and top tier criminals on the seas for them to fight, thus wouldn't be able to reach the peaks of Garp and such who were constantly out there fighting.
