Imu deliberately summoned the shotgun and blew dorry's hand off right before he got turned.
I'd say either enough damage or a shaky mental state.
If it's damage, maybe rocks was getting jumped by garp roger garling all together and that's how he got damaged enough.
If it's mental breakdown, maybe he saw his wife die.
But, either way, I don't think he will be under imu's control even in Domi reversible mode.

The only way Garp could possibly be redeemed character-wise after this is if Oda has Garp proven to be even dumber than Luffy and doesn't even know what the Celestial Dragons are yet during God Valley, just thinking that they're some dudes that Kong won't shut up about, and that he couldn't help Ace because he's bad at paperwork and negotiations. At least then he'll be a well-meaning moron instead of a scumbag, but knowing Oda, that doesn't seem likely.
