Problem is that Xebec isn't being framed as a bad guy in GV, at least. His only aim here is to save his wife and kids. So, that already puts in question "Rocks was so bad Roger and Garp had to team up against him."
If you want to count out the obvious answer of Domi Reversi, maybe Rocks, furious after the death of his wife, starts murdering every celestial dragon (and their slaves) in sight. Oda really have to emphasize the "also attacking slaves" part, though, or Roger and Garp will look like abhorrent CD dickriders.

Exactly, I agree, that's why after the brief fight against Roger and Garp, Imu/Guko is going to arrive and fight Xebec, killing him.
That's why Imu has Xebec's sword in the flower room and that's why Gaban, and I suppose Garp and Roger too, felt Imu's haki but never saw him.

Xebec Is probably even willing to appear to be defeated/not interested in a mortal fight against them, since his secret objective is saving his son and his wife, contrary to what Garp and Roger knew.
And when Xebec finally gets the chance to search for his son and daughter and Garp and Roger are out of the picture, Imu takes Gunko and then kills him, possibly killing his wife in the process.
