He said Garp and Roger teamed up and broke apart the Rocks Pirates.

Sengoku already told us Garp doesnt like talking about that event, meaning the info he got isnt directly from Garp but from Marines present or Garp didnt give him the full info for w.e reason.

CoC can negate Fruit Abilities.

Strong enough application can negate the user being able to use the Fruit entirely.

Example of prior is Great Dragon Shock in Punk Hazard, where Zoro didn't make Monet bleed, but his Haki kept her Logia from functioning properly.

Example of the latter is Shanks' wifi diffing Aramaki out of his Logia. Now, I believe Aramaki CAN protect himself from this with Haki, but, he wasn't expecting Shanks, and got surprised.

The reason Seastone is able to stop Devil Fruit users is because of the Sea God's Haki, IMO.

It's possible Luffy will be able to touch Seastone, if he ends up currying favor with the One Piece's Sea God described in the Halley.
