You don't have to like the CDs, Akainu, Kizaru, Aramaki don't pretend to dislike them. Akainu went out of his way to slaughter innocent civilians, that not even the CD gave him the order to do. He is that extreme, GB probably isn't far behind. Kizaru is fine with defending the CDs, he'll do so with a smile on his face as long as his loved ones aren't involved.

Garp is the one Oda parades as a good guy, who has a moral high ground over the 3 mentioned above, but he's a complete fraud. Fujitora and Kuzan are the ones actually fighting for change. Garp ran out of excuses as of this chapter.

I think Oda is conflicted when it comes to Garp.

Oda can't write Garp like he does with Navy admirals as Garp is MCs grandfather.

I think Garp and Imu have met post God Valley, and Imu told Garp if he left, Goa Kingdom would be razed.

This is how Imu controls the Marines: by threatening to destroy their families/homelands, if they leave the Marines.

But it could also imply CDs going off to purchase slaves like at sabody.
