Oda quite literally has referenced the vivre cards as canon material in the sbs

it’s just a retcon, every mangaka does it when their story goes on for longer than they expected

Btw, sengoku wasn't an admiral yet in gv iirc

So any decision regarding deceiving garp came from the desk man kong, or his superior.

Maybe this is how kong got his potential as a desk man got recognized, ultimately leading to his promotion to supreme desk jockey.

Oda also writes for some movies which are specifically not canon

The most plausible thing for me still is, Rocks going berserk.

Oda has set this up in the background too. Rocks one shot Garling. Garling will be looking for revenge. Rocks thinks he saved his wife and son.

If Garling kills Eris in front of Rocks as revenge he will be devastated. Him being mentally broken will allow imu to try and domi reverse him. Rocks will get domi reversed. But his rage takes over, imu loses control of him. And Rocks goes berserk on friend and foe alike. Killing CDs and slaves alike.

This forces garp and roger to team up.
