They might, but Oda needs one of them to get absolutely bitchslapped to build hype, probably one of the reasons Kaidou is there and not Shiki.

Even more convenient that he just got his durable dragon fruit to further hype the opponent's attack power. That way even if we know Kaidou is not even a Hanafuda rival at this point, his df is still no joke when it comes to durability.

He knew he established Admirals as the strongest WG unit and even after introducing Seraphim, HK's and Gorosei as fighters, he decided he's not changing that.
