Theory.

Garp and Roger defended the celestial dragons from Imu, not Rocks.

While the Gorosei and HKs know of the existence of Imu, nothing suggests the civilian CDs do.

Imu might decide that since he made a public appearance, that everyone on the island ought to die. CDs included.

He kills Rocks and the Rocks pirates subsequently flee, not caring about the lives of the CDs. Garp and Roger, unwilling to let civilians die, decide to fight Imu.

Perhaps Harald appears as well and decides to fight alongside them. Idk.

I can't see Garp fighting Imu and getting to live and stay in the marines .
If something like that happen garp would be more than just HIM .

The issue is you're assuming the same rate of growth. Roger/Garp were basically 95-99% of their peak. WB at most like 70-80%.

There no way garp and roger were so close to there peak.
You want put WB 30% at most below them is crazy even if you want to say they had a higher peak at GV.

A journey that truly defines greatness and legends. No D, no special bullshit species.

It means Croc's willpower wasn't great to begin with. Not to mention Croc wasn't done yet, he still had the ambition to create a military utopia and obtain an ancient weapon. Croc had peak ambition. Only when Luffy whooped his ass, Croc went to jail willingly. Now with Cross Guild he basically has the same ambition he had in Alabasta again.
