That's how I'm reading it too. But, I'm a Kaido fan, soooo, was wondering if I was being biased.
I've come to really love Oden, but, could he, the Scabbards, and the rest of Wano, actually protect Wano from the WG? No.
We know Kaido got stronger from fighting Oden, because Haki grows in use against strong opponents.
For so long people speculated why the WG didn't go after Wano.
The answer was always simple: the losses it would take to destroy Kaido and the Beast Pirates would massively outweigh the costs.
We know from Doffy, Caesar, and Scotch + Drake, that Kaido has territory and allies everywhere.
Before Ace beat Hanafuda, Kaido has TWO Warlords serving under him.
The Gorosei sent Kuzan and CP9 after the Straw Hats Alabasta, because they realized Robin and Croc had been looking for Pluton.
V. Nusjuro is clearly from Ancient Wano, considering his name, and blade, the Shodai Kitetsu. I believe V. Nusjuro, or at least SOME member of the WG, can read Poneglyphs.
Alabasta is a WG Nation: if V. Nusjuro wanted to visit/inspect the country post Croc, they couldn't tell him no.
Once the WG found the Poneglyph, they either made a rubbing, or stole it. Possible Cobra have it to them, as a sign of good will, like, "Oh, wow, we had no idea this was here. Take it away!" Also possible the WG covered it up, to keep it quiet, and is holding the info to take down Alabasta when necessary, by claiming Vivi is a Straw Hat, and Alabasta was hiding a Ponegylph detailing the Ancient Weapon Pluton.
The Gorosei know Robin can read Poneglyphs, and once they realized she read the Pluton Poneglyph, they believed Robin wanted to activate Pluton to destroy the WG and get revenge for O'Hara.
The Gorosei call in Kuzan, and go, "We heard about the ice leading away from Ohara. We know you helped Nico Robin escape. If you want to save face, you need to help us capture her." So, Kuzan works with CP9.
This is why the Gorosei discussed Zunesha and Momo not opening Wano's borders: they knew it would activate Pluton.
Kaido also knew this, and took over Wano, to keep Pluton from going to the WG. When Kaido announced he and Linlin would go after the Ancient Weapons, Pluton was the first one on mind. The Beast Pirates ruled Wano for 20+ years, no way they didn't know Pluton's there.
Kaido eating the DF allowed him to guard Wano, after Vegapunk's Seastone Battleships let the Marines invade territory like Amazon Lily the Calm Belt had kept them out of.
We know from Franky and Tom and Spandam that the WG has been searching for Pluton since Spandam invaded Water 7 and used Franky's ships for terrorism.
While CP9 was sent after Robin in Water 7, their initial and main mission there was to retrieve the Pluton Blueprints Tom possessed. Tom was arrested 24 years ago: Kaido arrived in Wano 28 year ago.
The only thing that has kept the World Government from Wano/Pluton, is Kaido.
If V. Nusjuro IS from Wano, there's a good chance he knows Pluton is there, too.
Vegapunk joined the WG and left MADS 26 years ago: sometime after this is when his Seastone Hulled Battleships were created, allowing the Marines to sail through the Calm Belt.
IMO, Kaido heard prophecies from Shyarly, who was making predictions at the age of 3, 26 years ago. This is when Queen abandoned Franky in Water 7 and Queen joined Kaido. Jack who is 28 now would have been 2 year old: Kaido found Jack, when he visited Fish-Man island, to ask Shyarly about the future.
And ever since, the force Saturn feared on God Valley, Kaido, has used his knowledge of Joy Boy, Pluton, and Wano, to protect Wano from the Human Hunt the WG will now perform, through V. Nusjuro, the Abyss, Kizaru, Green Bull, and the Egghead Fleet.
The force the Gorosei feared is gone. V. Nusjuro and the WG are coming for Pluton.

Oda's writing in this flashback is really commendable, although there are a lot of bugs that bother me

They know shit about extent of Saturn powers , remember that regular people did not know what Kaido actually is in Wano , some were thinking he was some dragon deity, huge chance same is here.
Also even if they know this aint Saturn and his power , they have no idea what his name is and they cant reach any conclusion that this guy rules the world in secret.

Yeah it's possible. They seemed innocent as children at least ofc. Shamrock doesn't seem fully evil somehow, there's a bit of similar Shanks diplomatic rationality and calm to him imo. I think he cares for Gunko too, might play a foster father role to her like Shanks does to luffy and uta especially ofc.

I'm sure what Blackbeard witnessed here traumatised, changed and corrupted him deeply. When Whitebeard found him much later on, he looked absolutely traumatised/terrified and thus desperate for safety and salvation naturally.

I am talking about Saturn‘s face. The marines would still know, the face is completely different.
Saturn as a yokai still had Saturn resemblance. This is completely different.
I mean I agree with your second part, they don‘t know Imu, but they still looked in his face + CoC was released and nothing happened. Remember what happened to that marine fodder that looked into Saturn‘s face for 1-3 seconds or so

Rocks is "dead" until he's inevitably revived in the final war to beat the brakes off of the marines, knights of god, other pirate emperors, EVERYONE
