Depending on context, Sword Skill is used as a single attack or single concept as a whole like power level.. If it was Swordsmanship or the collective of Sword Skills or Techniques(the Art of), it would be Kenjutsu, or Tachisuji..
And what is the context of Mihawk having superior sword skills to Shanks? Is it a “single attack” or the “collective of sword skills”
 
It's as a single concept, Sword Skill level(1), Power level(1), Haki level(1).. You don't discuss powers level of characters, you discuss power level..

Words have different meaning based on context, Kengi which means Sword Skill can be understood as a singular attack technique or as a general singular term.. Like Vergo mentioned he had superior Haki level than Smoker even though there are 3 distinct Haki categories.. Mihawk has Superior Sword Skill level to Shanks.. Mihawk's best Sword Skill technique, not that he doesn't have more, but his single most advanced Sword Skill is greater than Shanks' best Sword Skill technique.. The comparison is their ultimate Sword Skill level there..

Like i said mutiple times already, it's on same basis as saying Superior Haki level, in this case Mihawk has a higher Sword Skill level than Shanks.. What is peak Swordsmanship, it's the highest level of Sword technique a Swordsman can exhibit..

is it that Mihawk can do a specific sword attack better shanks? Is it that Mihawk beat sword attack is better than shanks’ best (this is what you said)? And of course how would brannew be able to tell when they last fought 12 years ago

I mean from strength, speed, technique, haki, everything that affects how well you fight with a sword.

as an example Mihawk’s sword swings can be faster than Shanks’. If Shanks has equal Sword swing speed to Mihawk then Mihawk’s strength is higher than Shanks’ as in the strength of their bodies when they clash. If this is equal then Mihawk’s haki coating is higher than Shanks’. If that’s also equal then Mihawk’s sword techniques are more powerful and varied than Shanks.

basically I’m saying that if Mihawk and Shanks fought 1v1, Mihawk’s combined capabilities with his sword would trump Shanks’ and Mihawk would win the fight.

The way you're describing it, you're just speaking of Swordsmanship when Sword Skill was what was mentioned..

I'm not denying that Mihawk's total Sword related combined capabilities would trump Shanks', but that's not what is alluded to there..
We know peak Swordsmanship is Haki related.. Higher Sword Skill refers to the best Haki Sword level ability..

The Strongest Taigi(Body Skill) of the Rokushiki Martial Art was Lucci's Rokuogan.. The CP-9 members power level system Douriki was measured by the highest Taigi level user.. So Taigi was both used to describe a single technique and an individual's single power level..

I’m gonna go with what I understand, Mihawk’s sword fighting ability is higher than Shanks’. Easy
The problem is you're claiming Swordsmanship when it's Sword Skill.. It's like saying Rokushiki the Martial Art when they referred to the highest Body Skill(technique) level..
