Because raichu is the evolution of the series mascot, which makes up the most iconic pokemon, probably with Charizard and Mewtwo.

I don't think that's enough reason to give some extra evolutions like this...
Also If there's a X and Y, why is there not a Z type Evolution ?

Are you asking why mega evolutions exist, or why Raichu has one? If your question is the first one, I honestly have no idea, I haven´t really played Pokemon since like, gen 4/5

For me it’s 100% Gen 3
All three starters + their evolution lines are perfect

My least fav are by far the Gen 8 starters

It resets the Pokemons HP back to full and your team is still damaged. Fucked me hard when I was trying to catch the Alpha Houndoom.
