IMO, Uta is foreshadowing for Imu: Celestial Dragon that believed a false history, and made a pact with a Demon King in order to take revenge. Uta IS a canon character, which, IMO, makes Tot Musica possibly canon.

Demons are clearly real in One Piece, and, like with anything else, they'll have a ruler.
