Because Oda copied and pasted the same narrative where Luffy accidentally found a missing noble and retainer from the island which has been controlled by the main villain from the background for years. And has been slowly killing the island and making the people of the island slowly lose faith in the missing nobles family
When Luffy finally arrives to the island, he fights and loses to the main villain multiple times and ending up isolated from the rest of his crew for a large portion of the arc.
The main villains plan is to take pluton, destroy the capital of the island, and turn it into a pirate paradise. He then gets stalled by a dog devil fruit which has long been known as the guardian spirit of the island and the kingdom is ultimately saved by the missing noble and flying devil fruit user stopping the time bomb from killing anyone.
Not to mention the climax of the arc is Luffy finally beating a villain he previously couldn’t even damage while Zoro cuts an uncuttable opponent after having a flashback to the Kozaburo family who talked about the will of swords and Sanji defeats a flashy dancer who’s role in the arc was breaking the spirits of the citizens and who’s trump card was a visible hax that keeps Sanji from kicking them.
