The AK found a way to access it & mine its powers, which are likely the "devils" trapped in the devil fruits.
IMU has the book that allows him to also freely access the Abyss and bind devils to objects without the need to consume a fruit.
BB, on the other hand, has the Abyss DF: the blackhole he opens to suck matter inside leads directly to the Abyss.

Also Kaido has a bounty of 4B while King is 1B. At most Vergo would have like 500M but even that's pushing it.

Hancock has 1.6 bill+ without being part of a Yonko crew. In fact, Hancock, Croc, Dorry, Broggy were around the same frozen bounties pre-TS, and they're about the same post-TS. Meaning Oda saw them as close in power. But Doffy towered over all of them and it wasn't even close. He was >4x Crocodile.

CG is giving rando Vice Admirals baseline 500 mill bounties. Vergo was a Base Commander, and Smoker another VA as his subordinate. He was one of the most elite VA. He could easily gain 1b.

I don't expect it to be a zoan. It's the improved version of Mont D'Or's paramecia. Mont D'Or's allows him to trap creatures inside a book; IMU's allows him to access devils already trapped in the Abyss, and bind them to this dimension via contracts. The dragon-ish form IMU took against Sabo is not the effect of the book, but of one of the contracts, just as his immortality is not derived from either the book nor the Abyss, but from the surgery performed by the previous owner of the Ope Ope.
