It's Oda rushing things. The main takeaway in his mind was to keep Imu's power hidden while laying waste to Xebec somehow. The fact Imu didn't engage Xebec and resorted to have him on his side as a gauntlet fighter is significantly better than Imu outright fodderizing Xebec.

Imu did "fodderize" Xebec, but in a way that leaves many question marks.

Xebec was going basically 1 on 1 against imu for majority of this fight. Had some great lines too.

I like how imu basically ignored the rest of the gang and is hyper focused on xebec (even calling him davy jones).

So IMU's world is not yet complete. And he needs xebec and his bloodline to be eradicated for some reason to complete his goal.
