I don't understand all the Ray downplay going on, Oda built up his love story in a flashback and giving it considerable panel time. The culmination of it was Ray getting to rescue Shakky and then taking her away and he was helped in doing so by his crew. And Shakky was the highest prize of the event.
In terms of fighting Ray didnt even use haki to send Sommers through walls and we havent seen Sommers again at all even though we saw Garling getting damaged by Rocks and recovering and then lying down defeated.

Is it the forced wings tax bringing Ray down? Becase Gaban is having trouble with Johns power somehow Ray is also to be pulled down?
