No I’m saying the reason Sakazuki talked about the WBP in regards to Oden first was because that’s a group that is still actively talked about. No one talks about the Roger pirates anymore except the other old legends. (Stated in canon)
		
		
	 
 The reason why Sakazuki brings him up as a WBP is due to the simple fact that he spent the overwhelming majority of his time as a pirate in that specific crew. It directly shows what group someone of Akainu's generation associates him with and is directly followed by Sengoku having to elaborate with his participation in Roger's final voyage. All the while, we are shown that the bulk of officers do not even know that such an individual was around either as a WB or Roger pirate.
The whole point of the scene is that Oden is a very obscure figure whose role in the events of those time is blurry even to someone of Sengoku's status let alone any other person making a statement on the Roger pirates who might not even know that he existed.
	
		
	
	
		
			And I’m saying when there’s continuous conversation about the strongest Roger Pirates and two names are brought up and the Roger pirate affirms this ranking of he and Ray at the top, it’s clearly meant to tell us how oda views the power levels of the Roger pirates. Gaban literally just talked to them about Wano earlier this arc… cmon man. Just accept the narrative presented. There’s no need to mental gymnastics around it just to hype Oden of all people.
		
		
	 
 That conversation is brough up by people who do not know the first thing about Oden, the Giant warrior pirates. In their mind, he is not a factor at all because they do not even know he existed. Their perception of the crew is limited to those members that sailed with Roger for several decades and made names for themselves fighting notable rivals (Rocks Pirates, WB Pirates, Marines etc...). The entire context of the conversation, excludes Oden by default. 
The conversation is meant for us to understand the power dynamic of the Roger pirates as the crew is understood generally. The obscure 1 year member that didn't participate in any of the decades spanning rivalries that made their strength notorious, who is unknown to most officers in the organization that keeps intel on pirates and who is associated with the WB crew by those who know about him is not taken into account. Context matters.
