Xebec was literally referencing a legendary Devil Fruit that was in Elbaph that could only reach its full potential if eaten by a giant. If you think that isn’t Loki’s Fruit, you are beyond saving lmfao.

So yeah Loki is absolutely a similar threat to Davy Jones, as Harald would have been if he would have eaten Loki’s fruit.

If Ace and Shanks despite their obvious connections and similarities to Roger are not the carriers of his will I don’t see why Blackbeard being Xebec’s successor is set in stone
Shanks in his own way is still trying to pursue Roger’s will but we all know he isn’t who Roger and joyboy are really waiting for

Coincidentally Loki and Luffy are related to harald and garp aka Roger and Xebecs main rivals. Both of who give very piratey vibes despite not choosing that path but instead trying to actually better the world
