It would have been utter nonesense for everyone to know about Imu and moving on like nothing

But yeah even the trick of turning Xebec into a demon and turning on his family should have been enough for Garp to quit even if he thought it was « only » Saturn

I think because he deep down wants to change the marines and turn them into a force for defending and protecting the weak how they were meant to be, that's why sword was created

Fujitora similarly remains a marinea he too wants to change the system without the need to leave them

He literally didn't care about Imu's status and attacked him, something Kizaru didn't do to save his friend
Let's be honest, what happened now that Aokiji left the navy?
Did he save anyone?
No, now he's become a pirate himself and is working with the most evil people in the world and kidnapped a girl and could have caused Kobe's death
Garp chose bad between bad and worse, he had no way to defeat Imu, at least he fights pirates who break the law
Garp's characterisation is acceptable to me
