That’s what I've been thinking aswell. Oda separated Dragon and Sabo on the " It’ll on who finds the One piece " because obviously they have been having différents thoughts on how to handle the revs.

Shamrock AND Garling have a separate case from Imu, just like Kuzan with Blackbeard. That means they all have different goals aswell. Also, did Garling kill Shanks and Shamrock's mother before the game to avoid her being presented with the other Davy ?

Oda might have made him kill her so that we the readers can’t know if Shanks is a Davy or not yet. Because if he is then the celestial dragons would definitely not support this. Yet Garling did it anyway, he might have a plan, because this was definitely not a love thing.
