This is probably the actual difference between Davy Jones and Joy Boy:

Jones wanted to be King, Joy Boy DOES NOT CARE about being a ruler.

King of the World = King of the Vearth = Imu "The World Itself"

King of the Pirates = King of the Ocean = Joy Boy "Sun God" who shines down on the Sea and gives the "Abyss" of the Ocean Light.

The King of the World/Vearth is limited to the land, while Joy Boy rules the seas, and can go to any land as a result.

This is shown through Imu's inability to send troops where they want via the sea, while the ocean always takes the Straw Hats/Joy Boy where they need to go.
