Garp
Shiki
Ray etc
But Oda wants to use the 6 relevant top tiers and whom are represented as a measuring stick of strength in the show to combo attack Imu (so as to hype Imu as well)....... irrespective of someone among the 6 should be alot weaker and won't make sense to be with them.

How is it a throwaway line, did you legit just ignore the fact that the character's entire existence is modelled to be Shiki's Rival atleast during the Rocks years? I didn't bring up Ray and Gaban to say they are fighting on GV I brought it up to show how Ray and Gaban are 2 and 3 in Roger pirates, Silver Axe follows the same naming convention and if you squinted hard enough this entire Rocks flashback they are drawn exactly like Zoro and Sanji in their petty back and forths.
These things hold more weight than background panels in a flashback. If Silver Axe got stomped by Ganzui next chapter then I will have no problem saying BM > him. The current "anti-feats" are simply not enough to get the ball rolling.

The truth is everyone here get use to hype Imu on both side.
People were downplaying garling after he get beat and you even have him said his regen slow with rocks attacks
Then rocks and 5 other to get much bigger attack on Imu for him to regen faster and then domi rocks .
GV has just been to hype Imu when you look at how things play out lmao .

Yeah relevance is a poor metric unless used for Luffy, Zoro, BB types whose stories revolve around growing stronger.
Especially because Oda is honestly much more unpredictable than he gets credit for being when it comes to powerscaling.
For example Harald, Shiki etc are not that relevant but are very OP, Kizaru gets downplayed compared to Akainu and Kuzan because he's not that plot relevant even though his feats are easily close to theirs etc.
