Let's even assume he got overpowered, Rocks needed to summon an island splitter level of slash to do so.

Nobody thinks prime Whitebeard would also have stood a chance by the way. This is powered up Rocks.
Roger and Garp are going to team up to defeat him.

It's moreso that Whitebeard is at least capable of fighting him. Oda deliberately made Whitebeard look good here.

There won't be an awakened Gura Gura just like there won't be an awakened Pika Pika. Some powers are just too strong in their base.

There is the chance it will be some relatively tame thing, like "you can coat other objects besides yourself with quakes," so the main utility there for BB will be things like applying quakes to his claws.

Something like spawning quakes directly on your opponent's body parts would be more op, tho.

I am no fan of Kaido and Big Mom by any mean, but it is impossible to overlook this statements.
Kaido and Big Mom were not even at their prime in GV.
It is totally fine that a sub Yonko character gets negged by a PK+ tier buffed character.
