You saw what Law and Luffy did in Onigashima right? That is beyond island lvl and these characters aren't above Xebec/Roger or Garp.

Obvious exaggeration, since we know ancient weapons were most likely used in the void century, and the world is still around. And Crocodiles perception of ancient weapons were still just that they could only destroy islands, and he clearly thought this was a huge deal.
Yeah, the difference is that was called a small island, that was supposed to fit in the flower capitol. God Valley is in and of itself huge
the build up for the usage of an ancient weapon is obvious here, I would say.
We are introduced to the idea of an island being completely erased from history by Sengoku when talking about God Valley
and then we later see this in action with Lulusia, about 100 chapters later
