Voat will probably be revealed to be a basic application of a much more powerful ability.

I’m guessing it’s the 4th haki, which will deal with creating/manipulating the spirit bonds between things.

Perhaps this is how Imu shares his power with others. It isn’t merely a function of his DF, but rather a combination of his DF powers with the 4th haki. He creates spirit bonds tying the Gorosei/HKs to himself, sharing abilities like regen and teleportation.
