It´s not like Shakky is of some super noble bloodline or something though. She´s just considered hot, why would we assume that there´s anything more to Shanks mom then her being super attractive in Garlings opinion? It would be one thing if she was implied to be a davy or connected to the king of God Valley, but Garling didn´t even want to wife her up like he did Shakky.
And it´s not like Gaban ever met Shanks´s mom, so I doubt she would be connected to why Shanks is the child of destiny. Frankly, I think it´s probably related to the fact that Shanks is the only known survivor of GV they would have known about, or maybe because he was CD who didn´t live in Mariejois.

Yeah, but the fact that Garling, Shamrock and Sabo and Dragon are on that color spread, and one side representing the will of D while one side represents celestial dragons, probably would make more sense for them to fight then Zoro vs either of them.

Shakky was the most desired woman in the world, that's a level of special that Garling reserves for himself. So you gotta wonder, what other qualifications would he have for his women?

Getting such a high profile VA shows he's gonna be involved heavily in either elfab or a future arc. Like yamatoe got Hayami Saori.

But again, Shakky was to be his wife, Shanks´s mom was only for pump and dump status. I mean, that isn´t to say she couldn´t have had significant traits that interested Garling, if we were to assume that Garling is like an evil scientist trying to create the most ideal kids or something, but I don´t understand how Shanks´s mom is supposed to elevate him to being the child of destiny, when the Roger pirates found him randomly in a treasure chest with context. Even if we are to assume Shanks found out from his father, we would have to at least assume his mom doesn´t have the will of D, since Shanks never attached that to his name. But I don´t want to debate a theory so much, just the idea that Shamrock is on a completely different level then his father.
Her physical gifts don't matter cause she was the #1 most desired by everyone who's important, turning Xebec into a simp for years and making Whitebeard go Tsundere mode. She was a status symbol and all's I'm saying, it's very likely he fucked a woman who was deemed as important for another reason.
