The manga never said that about Garp until recently
Bruh Garp was introduced as the guy that had the "pirate king cornered many times" and we had a flashback of Roger saying he and Garp nearly killed each other dozen of time at the start of marineford. How can anyone interpret this as anything else than Oda portraying them as being on the same level without mental gynmnastics?
And why would Luffy fans ever downplay Garp? He’s literally the blueprint of EoS Luffy without a fruit lol
There's a subset of Luffy fans that hate anyone marine related. And Roger is the real Luffy parallel, not Garp.
 
In a line-up of tens of equally-powerful top tiers, only one gave his life for family in the quest for the throne (Xebec), and only one gave his life for the world in the quest for truth (Roger), while all others chose their own selfish paths, from wannabe tyrants (BM, Kaido) to cogs in the rotten system (Garp).

The confusion mainly comes from Whitebeard’s portrayal in Marineford. Everyone, including Garp and Sengoku, was glazing him to unheard of levels. Garp even called him the king of the seas. That’s what the people I’ve debated with always point to as well. They were putting Garp down on Ray’s level or below lol. I’ve always believed Garp is on their level, but I’ll admit that Whitebeard/Roger definitely had a bit more to their portrayal back then.

I agree WB and Roger had more portrayal pre-ts but imo it was because Roger already died (romanticism for the death) and Oda knew Whitebeard was going to die so he glazed the shit out of him as a send-off since his character was done for good after Marineford.

For exemple I do think Garp would have had a better performance on Hachinosu if he was supposed to die there instead of just being captured (meaning he can still get some fighting scenes in the future). He'd 100% have knocked out everyone on Hachinosu aside from Kuzan and maybe Shiryu as a last stand if he was mean to have a tragic death.
