nothing wrong with admirals being unable to defeat nor capture a retarded old pregnant lady for decades. Accurately fits their portrayal as hypetools of top tiers in that era

Oda made it vague again who's actually stronger between Normal Xebec and guys like Roger Garp....
We did not see even once an on panel clash or small fight between normal Xebec and Roger, despite story telling us they are rivals, with Xebec even stated to be strongest rivals.
And yet they probably never even fight before I supposed.....big L story telling.
Ok forget that!
One key moment that the story may hint that makes me think a normal Xebec is above Roger/Garp individually is the facial expression/reaction from last chapter at the end.
I don't think Garp or Roger actually know Xebec turns into a uncontrollable demon and getting more powerful than before despite knowing the change in appearance and mood switch, just like the Rocks trio.
From facial expression they give when calling out Rocks and prepare to face him tells something that ........they know Xebec strength and how powerful he is and they will give their all to stopped him.
This kinda give the implications even normal Xebec has superiority above them in my views.
