Because they are two different things kaido has the sword right in his face... the only thing that was released was joyboy enormous haki which sent the gorosei back and took them out of transformation and only then did imu realize it was joyboy... the only way imu knows it's joyboy is by his haki. The only way gb knows shanks is there is by his insane haki release stopping him.
