Xebec would have recovered from Bajrang Gun because while the attack had massive DC Luffy's haki was nowhere near a Roger & Garp combo, and that's the key to defeat someone controlled by Imu like we saw with Gaban severing Sommers' arm by using his ACoC, impeding it from regenerating.
