Because xebec, Roger, Garp couldn't split Sky yet.
I said it has nothing to do with "AdCoC" strength.
More refined Haki, (refined in the sense, more intense, a lot of haki used at once when clashed or Unleashed) will result in sky split.
Same shit Law did to negate DoC Q Hax.
- Show me a single panel with Lightening Trails on Whitebeard/Roger/Garp/Xebec, I'll wait.
Previous to this Chapter none has shown it.
- " Not all Conqueror attack split Sky ".
Luffy Gatling vs Kaidou Gundari, was obviously clashing with conqueror, yet no sky split lol.
Unless you wanna come up with shit like Nameless punches from base luffy > Gear 2 + 3 Gatling attack.

- Xebec, Roger, Garp having Lightening in their sword/Hands like Kaidou/Luffy/Roger/Whitebeard(From oden flashback) hence the sky split lol.

Zoro King of hell => Just learnt and Due to enma his AP was the Highest on Onigashima if not DC.
Zoro himself said same as roger and Garp, he is letting everything out and won't last long after that.

Real talk, Roger is using his sword like a brawler would. I don’t think we’ve seen a swordsman do a gattling type of move before. Reminds me of Kaido’s Gyundari Swarm. Thoughts? @Albino 👑
I'm on the fence whether I'm annoyed at Oda populating the past with everyone's dads or glad he's not making up new unrelated characters with their own families that all need to be expanded upon.
What does piss me off is that's it's only dads, that everyone looks like their dad and the moms are mere Nami faced breeding machines

Based on what we have seen in this chapter i concluded somethings, we can discuss if they are right :
1/ Garp and Roger were seen as equal through out the flash backs and that includes Rocks.
2/ It seems that Domi reversi boosts to near two times the strength of the character if he turned into demon, it's like :
Dr'ed Xebec facing two base Xebecs .
3/ What differentiated between YC and Top Tiers were the sky splitting happening in a clash between them ( Top Tier vs Top Tier ) but wha differentiate between Top Tier and Imu / Joyboy Tier was solo skyplitting.
4/ There's no mental nerf when getting Domi reversed since the character is forced to use his ALL under the control of Imu until the end.
