Because he would either not be using his role because he wasn’t paying attention or he would use it on someone that he thought was town and would be most likely to be targeted with a curse. Rohan doesn’t fit any of that, mafia wouldn’t see him as a threat and there’s not really any reason to strongly town read him

No, the safest assumption is he wasn’t killed by mafia, or he was accidentally killed by mafia through some kind of bus driver thing

Maybe it’s someone that wanted to make a completely random kill though as to not give anything away. That’s unlikely, but not impossible. I’ve seen it happen. Not sure who here plays like that though
