With how hands-on and combat-focused Sabo is as Chief of Staff, there is a possibility Dragon may ask him to become an Admiral of the reformed Marines, now that I think of it.

I hate the characters, but as long as the WG themed arcs continue, so will they reappear.

Shamrock alone will be a big fight, just because he's the closest thing Luffy will get to actually fighting Shanks.

I would say the next arc probably should not involve any WG forces, since the Straw Hats need to find the 4th Road Poneglyph, but I would also say they probably will be back, sooner or later. I can't expect whoever is attacking Mariejois will actually succeed.

I can’t imagine Oda plans to continue using the HK after the arc where their only notable ability gets countered.

That Imu replaces them. The HK are easily replaceable cause they have no impactful characterization and their main strength is gifted to them by Imu.
