Garp legit sucks he is a terrible and poorly written character.
Let's talk about his contractionary actions with his character.
Garp claims that he does not like the Celestial Dragons and that they are scumbags but despite he does everything in his power to be their lapdog even more than Aramaki.

Yes and after he learned about it he still decided to stay in the navy even after learning that the Celestial Dragon exterminate everything in an island fairly regularly and that the marines protect them and allow them to do so he still decided to stay in the navy.
Also Garp the slaver Celestial's biggest Dog was angry at Dragon for becoming a revolutionary like what the fuck all the Revolutionary Army wants to do is get rid of the Celestial Dragons and considering how evil they are that would benefit everyone.
Dragon literally wants to do the right and if Larp had any bit of human decency he would not be angry at him but be proud of his son and join him.
Garp being terrible character is also because the fact that the audience is meant to expect that he is a good person at face value even though he is a marine and Oda goes out of his way to poetry the Marines as so evil they might as well be Nazis and they would still be less evil.

Also Garp being written terribly is not even new during Marineford Sengoku publicly announced in front of everyone that that they were going to kill Ace
Garp punched Marco preventing him from saving Ace
After Akainu killed Ace Garp tried to kill Akainu for killing Ace and was held down by Sengoku
Why try to kill Akainu? If Garp had not punched Marco then Marco could fly and get Ace safety to prevent him from being a dumbass so the White beard pirates could have retreated without casualty.
So if Garp wants to kill anyone for being responsible for Ace's death he should kill himself.
